The merSETA, short for Manufacturing, Engineering and Related Services Education and Training Authority, operates under the Skills Development Act 97 of 1998. This authority covers various sectors including metal and engineering, auto manufacturing, motor retail, tyre manufacturing, plastics industries, and automotive components sub-sectors. Its primary focus is on providing education and training within these industries to promote skills development and enhance workforce capabilities.

Specialist: Human Resource Development

Job Title: Specialist: Human Resource Development
Salary Level (Min. to Mid): R449,750 – R538,677 pa
Type: Fixed Term Contract aligned to the SETA License Term
Location: Head Office

Purpose:
To support the design, development, delivery, and evaluation of organizational development and training initiatives aligned with the strategic priorities and needs of merSETA. Areas of responsibility include learning and development, leadership development, change management, talent management, succession planning, and team effectiveness initiatives. This position provides consultation and support for organizational change and effectiveness to the merSETA.

Duties:

  • Implement and provide support for HR interventions such as organizational development, change and transition management, team culture, and team effectiveness.
  • Create and update Organization Charts reflecting changes such as new hires, promotions, transfers, rotations, and resignations.
  • Provide support and consultation to managers to identify training program requirements and provide associated training reports.
  • Provide data and analytical support through research, data mining, and communication of findings relevant to current talent management processes.
  • Manage and update training information on the internal website.
  • Create and update job profiles for HR Operations team to utilize for various HR processes and procedures.
  • Participate in Performance Management Process including implementation of the performance management system and monitoring of key performance indicators (KPIs).
  • Conduct exit interviews and analyze related monthly reports to identify exit reasons and reduce turnover rate.
  • Support on-boarding and induction programs ensuring alignment with SETA needs.
  • Represent the SETA professionally, ensuring alignment with SETA values.
  • Communicate effectively with stakeholders and manage projects effectively.

Requirements:

  • NQF level 6 qualification in an HR field/Training/Education/Leadership/Business Management/Administration.
  • 3 years’ experience in Human Resources with a special focus on training and development and organizational development.
  • Excellent presentation and facilitation abilities.
  • Working knowledge of HR systems.
  • Strong attention to detail and accuracy.
  • Knowledge of HR practices and processes.
  • Proficiency in MS Word and Excel.
  • Knowledge of legislation and prescripts governing Human Resources in South Africa.
  • Public Sector experience is essential.

Manager: Human Resource Development

Job Title: Manager: Human Resource Development
Salary Level (Min. to Mid): R904,718 – R1,114,203 pa

Location: Head Office

Purpose:
Responsible for developing and delivering merSETA’s Learning & Development strategy to strengthen staff performance and development, contributing to a high-performance organization. The role involves designing and implementing a coherent learning & development strategy based on business-specific needs, strengthening supervision skills, ensuring quality across the employee life cycle, and following up on personal development plans for employees.

Duties:

  • Develop, implement, and revise merSETA’s HR development strategy to align with business goals.
  • Identify and develop future leaders through targeted training and development programs.
  • Assist individuals in planning career paths and identifying training needed.
  • Develop and implement learning & development programs aligned with business needs.
  • Design curriculums for all employees focusing on core values, strategic imperatives, and up-skilling requirements.
  • Ensure compliance with related legislation and impact on functions.
  • Design and monitor leadership development programs.
  • Manage new hire orientation and on-boarding experiences.
  • Act as custodian of the performance management system.
  • Develop talent management programs and internal training academy.
  • Develop and monitor succession strategy and plan.
  • Ensure delivery on SETA learning and development needs.
  • Ensure efficient and effective exit management.
  • Ensure a professional service excellence center for HR Development.
  • Track, monitor, and measure HR Development performance.
  • Provide formal, standard reporting and feedback.
  • Manage external service providers and vendors.
  • Ensure knowledge-sharing and documentation of information.
  • Promote a learning culture in the organization.
  • Oversee and monitor the annual training budgets.
  • Conduct assessments and evaluations of training programs.
  • Research and stay informed about the latest learning and development trends.
  • Oversee the WSP/ATR process.

Requirements:

  • NQF level 7 qualification in Human Resource/Social Sciences/Organizational Development/Psychology/Employment Relations/Business Management/Administration or related field.
  • 5 years’ experience in Human Resources including leading a learning and development function.
  • In-depth knowledge of Talent Management and the War for Talent.
  • Strong instructional design and curriculum development skills.
  • Excellent presentation and facilitation abilities.
  • Ability to assess training needs and develop tailored programs.
  • Working knowledge of HR systems.
  • Proficiency in MS Word and Excel.
  • Knowledge of legislation and prescripts governing Human Resources in South Africa.
  • Public Sector experience is essential.
  • People Management Skills is essential.
